Chinese law has five characteristics:

No Growth. For example, the total length of China's ten major codified laws is shorter than the "Township Code" of some small towns in the United States. The combined content of all Chinese written laws is shorter than that of the U.S. federal tax code. Many Chinese laws and regulations are shorter than texts formed hundreds of years ago. In contrast, American laws are constantly growing; the federal tax code alone has grown from the thickness of one Bible to the combined length of five Bibles.

China's current laws show no substantial ideological or institutional progress compared to the Tang, Song, Yuan, Ming, and Qing dynasties; they still belong to an Oriental despotism legal system.
